“How can planning create not only a well-built community,
but a community capable of self-regulation?”
I. WHY MUST THE LAW OF THE FULCRUM POINT BE EXTENDED TO
COMMUNITY PLANNING?
From the preceding lessons, the Law of the Fulcrum Point has
been gradually expanded from a principle governing the operation of systems to
specific domains of life.
In the human body, the Fulcrum Point relates to the capacity
for self-regulation and self-healing.
In human relationships, the Fulcrum Point helps identify a
common foundation so that differences can engage in dialogue and
reconciliation.
In governance, the Fulcrum Point helps shift the role of the
leader from a center of power to a position capable of orientation and of
awakening the capacities of the system.
If we continue to expand the scale of the system, a natural
question arises:
What happens when that system is no longer an individual
or an organization, but an entire community?
This is not merely a change in scale.
When a system involves thousands or millions of people
participating together, the number of relationships increases enormously. Each
individual has their own needs. Each family has its own circumstances. Each
profession has its own interests. Enterprises have their own objectives.
Government has its own responsibilities. Different generations have different
needs and perspectives.
Besides people, there is land, infrastructure, economy,
culture, environment, technology, resources, and countless continuously moving
flows of information.
All these components form a living system.
And when a system becomes complex, the question of the Fulcrum
Point becomes all the more important.
1. Planning usually begins with space, but a community is
not only space.
When we speak of planning, we usually think of maps, zoning,
roads, housing, schools, hospitals, production zones, parks, and infrastructure
works.
These are tangible and essential elements.
Yet a community is not created solely by what can be seen on
a map.
A road is not merely a transportation route. It generates
flows of movement.
A school is not merely a building. It generates flows of
knowledge and shapes future generations.
A market is not merely a commercial area. It generates
networks of economic and social exchange.
A park is not merely a green space. It can become a place of
interaction, rest, and regeneration of community life.
A transportation system designed differently can change the
ways people meet, work, study, and use time.
In other words:
Space creates conditions for behavior, and behavior in
turn acts back upon the system.
Therefore, if we only plan the physical objects in space
without seeing the flows of movement that arise from them, we have planned only
the outer layer of the community.
2. A community may be rich in resources yet still
unbalanced.
This is a paradox worth reflecting upon.
A locality may receive substantial investment, yet the
living conditions of its people may not correspond to the volume of resources
poured in.
A city may possess modern structures yet still lack
community cohesion.
An area may experience rapid economic growth while
simultaneously suffering pressure on the environment, traffic, and quality of
life.
A system may possess vast amounts of information yet still
make inappropriate decisions if that information is not connected and oriented
correctly.
Thus, the problem of development does not lie only in the
question:
“How many resources are there?”
but also in the question:
“How are the resources being oriented?”
This is precisely where the Law of the Fulcrum Point begins
to acquire meaning for community planning.
According to the logic established in previous lessons,
energy by itself does not determine the final outcome.
What matters is the direction of movement of energy.
A large resource directed wrongly can produce waste.
A small resource directed correctly can generate far greater
value.
Therefore, planning cannot be merely a problem of resource
allocation.
It is also a problem of establishing the direction of
movement of resources.
3. The more complex the community, the greater the need
for a correct Fulcrum Point.
A community does not possess a single unified will.
This must be acknowledged from the outset.
People have different needs.
Enterprises have different interests.
Generations have different priorities.
Urban and rural areas have different conditions.
Economic development may generate benefits that
environmental protection must limit.
Infrastructure expansion may create opportunities for
development while simultaneously altering the lives of those already living
there.
If each component takes its own interest as the center, the
community can easily fall into a state in which:
every part strives to optimize for itself, yet the whole
system loses balance.
This is a profound problem of planning.
A community cannot develop sustainably if the development of
one part is achieved by weakening another.
Therefore, the important question is not:
“How can one side win?”
but:
“Is it possible to find a Fulcrum Point around which
different interests can converge within a more balanced structure?”
This question leads us directly into the subsequent contents
of Lesson 23.
4. From planning a place to live to planning a living
system.
If a community is viewed merely as a collection of
structures, the goal of planning may be to arrange those structures rationally.
But if the community is viewed as an open system, the
goal must go deeper.
We must ask not only:
“What is placed where?”
but also:
When these questions appear, planning begins to shift from arranging
space to designing the way a system operates.
And here we once again encounter the very principles already
constructed in the Law of the Fulcrum Point:
Fulcrum Point → Information → Energy → Behavior → Result
→ Feedback → Self-regulation → Evolution.
This chain was previously examined within smaller systems.
But if a community is also a system, there is no reason why
the principle should stop at the individual or organizational level.
5. The central question of Lesson 23.
From the issues above, Lesson 23 does not aim to present a
concrete planning model for every community.
What is more important is to attempt a different way of
seeing:
If a community is a living system, then where must we act
so that the system can balance itself and develop by itself?
Or more briefly:
How can planning create not only a well-built community,
but a community capable of self-regulation?
This is precisely the point at which the Law of the Fulcrum
Point enters the field of planning.
Not to replace the scientific disciplines of planning.
Not to offer a single formula for every community.
But to pose an additional question at a deeper level:
Which Fulcrum Point can help the entire community system
use the resources it already possesses more correctly, recognize ongoing
changes more accurately, and self-regulate before emerging imbalances become
crises?
If an answer to that question can be found, we will no
longer view planning merely as the act of building a place for people to
live.
We begin to view planning as the act of:
designing the conditions that enable a community to live,
self-regulate, and develop.
And that is the problem that the subsequent parts of Lesson
23 will continue to clarify.
II. THE COMMUNITY AS A SYSTEM.
In order to bring the Law of the Fulcrum Point into
community planning and development, we must first change the way we look at the
very object we are planning.
If we regard a community merely as a collection of residents
living within a geographic area, we will mainly concern ourselves with
population numbers, land area, infrastructure, and structures.
But if we regard the community as a system, then
those elements are only one part of the overall structure.
A community is the continuous interaction among people,
information, resources, economy, culture, environment, infrastructure, and
governance mechanisms.
No component stands entirely alone.
Each component is both affected by the system and acts back
upon the system.
This is precisely the characteristic of an open system.
1. A community is not a collection of parts, but a
network of relationships.
A city does not consist merely of roads.
The value of a transportation system lies in the connections
it creates between people and areas.
A school is not merely a building.
It links children, families, teachers, knowledge, and the
future of the community.
A hospital is not merely a medical facility.
It exists within a network of people, medical services,
transportation, information, and healthcare capacity.
An enterprise is not merely an economic unit.
It involves workers, capital, markets, families, the
environment, and infrastructure systems.
Therefore, when one component changes, other components may
also change.
A new road may alter land values.
Changing land values may alter residential structure.
Changing residential structure may generate new demands for
schools, healthcare, and transportation.
Those new demands in turn affect budgets, investment, and
planning.
A very small initial change can therefore generate a large
chain of transformations throughout the system.
This shows that:
It is impossible to understand a community fully by
studying each part in isolation. One must also see the relationships among the
parts.
This is the shift from part-thinking to systems-thinking.
2. A community is an open system.
A community does not exist in isolation.
It continually exchanges with the external environment:
Consequently, a community always lies within larger systems.
A residential area lies within a city.
A city lies within an economic region.
A region lies within a nation.
And all lie within a broader natural ecosystem.
No administrative boundary can stop these flows of movement.
This has a very important consequence for planning:
It is impossible to plan a community as though it existed
independently of its surrounding environment.
A decision may generate benefits within a small scope while
transferring costs to another area.
A locality may grow by overusing resources, yet the
environmental costs may ultimately return to that same community.
An urban area may solve internal traffic problems by opening
more roads, yet if this only increases the volume of vehicles, the problem may
simply be shifted elsewhere.
Therefore, planning must see the flows of movement that
cross boundaries, not merely the boundaries on the map.
3. In an open system, balance does not mean standing
still.
This is a very important point when applying the Law of the
Fulcrum Point to communities.
A living community never stands still.
Population changes.
Technology changes.
Needs change.
The economy changes.
The environment changes.
External fluctuations continually act upon the system.
Therefore, if we understand balance as preserving the
present state, we will quickly encounter contradictions.
A community may be stable at one moment yet become
unbalanced when conditions change.
We must therefore distinguish:
Static balance
and
Dynamic balance.
Static balance is a state in which the elements appear not
to change.
Dynamic balance is the capacity of the system to continually
adjust while still maintaining its integrity.
This is where the Theorem of Balance meets the Theorem of
Self-regulation.
A sustainable community is not one without fluctuations.
It is a community that possesses the capacity to recognize
fluctuations and adjust before imbalance becomes crisis.
4. Each component has its own “Fulcrum Point,” yet the
community needs a common Fulcrum Point.
This is perhaps one of the most difficult problems of
community planning.
An individual has an individual Fulcrum Point.
A family has its own priorities.
An enterprise has economic objectives.
A management agency has social responsibilities.
An environmental organization has principles of ecological
protection.
It is impossible to demand that all these components share
the same detailed objectives.
Yet if each component moves only according to its own
Fulcrum Point without a common Fulcrum Point at the system level, the community
can easily experience opposing forces pulling in different directions.
An enterprise may wish to expand.
A residential community may wish to preserve its living
space.
A government may wish to increase revenue.
Young people may wish for more employment opportunities.
Future generations need the conservation of resources.
Each demand has its own justification.
The problem is not to eliminate any of these demands.
The problem is:
How can the separate Fulcrum Points converge around a
common Fulcrum Point of the whole system?
This is precisely the problem that community planning must
solve at a deeper level than the mere division of land or allocation of
structures.
5. A common Fulcrum Point does not mean erasing
differences.
A common Fulcrum Point does not mean that everyone must
think alike.
If consensus is achieved only by eliminating differences,
that is not necessarily a sustainable state of balance.
A healthy community needs diversity.
Diversity of people.
Diversity of occupations.
Diversity of culture.
Diversity of needs.
Diversity of perspectives.
What is needed is not to turn differences into sameness.
What is needed is to find a structure in which those
differences can coexist without destroying the whole system.
This is also the spirit of Neutral Harmony.
Neutral Harmony is not the elimination of two sides.
Neutral Harmony is the finding of a state in which different
forces can coexist within an appropriate balance.
Therefore:
A sustainable community is not one without differences,
but one that is able to organize differences around a common Fulcrum Point.
6. From here, the Fulcrum Point becomes a matter of
system design.
Once we view the community as an open system, the original
question of Lesson 23 becomes clearer:
Which Fulcrum Point can help the entire community system
use the resources it already possesses more correctly, recognize ongoing
changes more accurately, and self-regulate before emerging imbalances arise?
This question does not require us to find a “center” that
controls everything.
It requires us to find a central principle capable of
connecting different components.
That is the fundamental difference between:
the Fulcrum Point
and
a center of power.
If a center of power wants the system to move according to
its commands, a correct Fulcrum Point must enable the components of the system
to recognize a direction of movement consistent with overall balance.
Therefore, when transferring the Law of the Fulcrum Point
into planning, the issue is no longer simply:
“Who will decide?”
but more deeply:
“How is the system designed so that different decisions
can converge toward a common direction of development?”
This will be the important transitional step to the next
part:
The Fulcrum Point of the community is not a center of
power.
Because to understand correctly the role of the Fulcrum
Point in planning, we must first clearly distinguish these two concepts.
III. THE FULCRUM POINT OF THE COMMUNITY IS NOT A CENTER
OF POWER.
In Lesson 17, when discussing governance, we arrived at an
important observation:
The leader is a Fulcrum Point, not a center of power.
When transferring this principle from the scope of an
organization to the scope of a community, the issue becomes much broader.
A community needs to be managed.
Yet if management is understood as controlling every
activity from a single center, then as the scale and complexity of the
community increase, that very mechanism of control can become a limitation on
development.
Because no center can know in advance everything that is
happening in a living system.
No agency can see every need of every resident.
No planning document can accurately predict every future
change.
And no decision can completely replace the capacity of
thousands or millions of people to respond to the fluctuations of life.
Therefore, the question of community governance is not only:
Who has the right to decide?
It must take a further step:
How can the entire system possess the capacity to produce
appropriate responses to changes without every decision having to wait for a
center to issue a command?
This is precisely where the concept of the Fulcrum Point
acquires special significance.
1. A center of power and a Fulcrum Point may occupy the
same position yet differ in nature.
A center of power is usually defined by the capacity to:
These functions are necessary in every society.
The problem does not lie in the presence or absence of
power.
The problem lies in how power is used within a complex
system.
If power becomes the sole center of all activity, the system
easily forms a flow of movement:
Center → Command → Component → Execution.
In that structure, information tends to flow in the opposite
direction:
Component → Report → Center.
The center must then receive an ever-increasing volume of
information in order to make an ever-increasing number of decisions.
The larger the scale of the system, the heavier this burden
becomes.
This is a paradox:
The more a center wishes to control the entire system,
the more information it must process; yet the more information that must be
processed, the more limited the center’s capacity for timely response becomes.
A living system cannot operate effectively if every response
must wait for a single point to decide.
2. The Fulcrum Point does not control every movement.
The Fulcrum Point has a different function.
It does not necessarily decide each action.
It creates a reference direction for actions.
This is consistent with the Axiom established earlier:
The Fulcrum Point does not create energy; the Fulcrum
Point orients energy.
Applied to a community, government, managers, and social
institutions do not necessarily have to do everything that the community is
capable of doing for itself.
Their deeper role is:
to establish principles, create conditions, provide
information, connect resources, and set up feedback mechanisms so that the
community can operate itself within a common direction of development.
Thus, a correct Fulcrum Point does not diminish the capacity
of the system.
On the contrary, it enables the dispersed capacities of the
whole system to be used more effectively.
3. From “managing people” to “designing conditions for
people to self-organize.”
This is a fundamental change.
If people are regarded mainly as objects that must be
managed, the governance model will tend toward:
regulation → control → enforcement.
But if people are regarded as subjects capable of
recognition, choice, cooperation, and self-regulation, the model can shift to:
information → empowerment → connection → participation →
feedback → self-regulation.
These two models are not entirely mutually exclusive.
A community still needs law, rules, and management
mechanisms.
Yet the deeper layer of governance is how to ensure that
most of the capacity for regulation does not always have to come from outside.
The more mature a community becomes, the greater its
capacity:
At that point, the role of governing institutions does not
disappear.
It changes level.
From directly doing everything,
to:
creating the structure that enables the system to do more
by itself.
4. A correct Fulcrum Point must awaken the internal
Fulcrum Point.
This is where the Axiom concerning the external Fulcrum
Point and the internal Fulcrum Point becomes especially important.
An external influence is truly effective in the long term
only when it awakens the internal capacity of the system.
If a community operates well only when a center is
constantly reminding, controlling, and compelling, then the community’s
capacity for self-regulation remains weak.
But if the community can receive principles, use
information, coordinate resources, and self-regulate even without continuous
intervention from the center, then the system has begun to form an internal
Fulcrum Point.
This process can be expressed as follows:
External Fulcrum Point. → awakens Internal Fulcrum
Point. → the community self-organizes. → the community
self-regulates.
This is a very important principle for community
development.
Because the ultimate goal of governance is not to make
people increasingly dependent on the management system.
The higher goal is to enable the community to possess
ever greater capacity for self-operation.
5. Good planning should not make the community dependent
on planning.
This may sound paradoxical.
Yet if a plan can function only when everyone complies
absolutely with a fixed design, then when circumstances change, the plan itself
can become an obstacle.
Good planning needs to create:
In other words:
Planning should not only design the state of the
community; planning must also design the community’s capacity for change.
This is a very important shift.
Because the future cannot be fully known from the present.
If we cannot predict every fluctuation, then instead of
trying to design an unchanging future, we need to design a system capable of
adapting to the future.
6. The Fulcrum Point is not a single point on the map.
When speaking of “the Fulcrum Point of the community,” we
must also avoid an overly mechanical understanding.
The Fulcrum Point is not necessarily:
The Fulcrum Point is first and foremost an orienting
principle.
A community may have many functional centers.
There may be an administrative center.
An economic center.
A cultural center.
An educational center.
Networks of residents and social organizations.
Those centers can coexist.
Yet behind them there needs to be a common principle
so that the different centers do not become separating forces.
Therefore we must distinguish:
functional centers from the Fulcrum Point of the
whole system.
A city may have many centers.
Yet if it lacks a common Fulcrum Point, those centers may
compete, fragment, or optimize for separate interests.
Conversely, when there is a correct Fulcrum Point,
multi-centrality can become a source of strength for the community.
7. A leader in a community may be a Fulcrum Point, but is
not the entire Fulcrum Point of the community.
This allows us to expand more deeply the observation from
Lesson 17.
A leader may hold the role of Fulcrum Point.
A government may hold the role of Fulcrum Point.
A social institution may hold the role of Fulcrum Point.
Yet we should not identify any individual or organization
with the entire Fulcrum Point of the community.
Because the community is larger than any of its components.
A good leader does not make the community dependent on
himself or herself.
On the contrary, they help the community see the
direction, understand the principles, and develop its own capacities.
This is precisely the difference between:
“I control the system.” and “I help the system
recover its capacity for self-regulation.”
If the second statement becomes the principle of community
governance, then power does not disappear.
It is transformed from power of control into capacity
to create conditions.
8. From governance by command to governance by Fulcrum
Point.
We can temporarily visualize the difference through two
chains:
Control model:
Power → Command → Compliance → Inspection → Enforcement.
and:
Fulcrum Point model:
Fulcrum Point → Principle → Information → Connection →
Participation → Feedback → Self-regulation.
The second model does not mean the elimination of law or
power.
It places power within a broader structure.
Power becomes a tool to protect the Fulcrum Point and
create conditions for the system to operate, rather than becoming an end in
itself.
When that occurs, the success of governance is not measured
by:
“How much has the center controlled?”
but by the question:
“How many problems has the community been able to resolve
by itself without direct intervention from the center?”
This is a very different standard.
And it returns us to the core principle of the Law of the
Fulcrum Point:
A correct Fulcrum Point does not act in place of the
system. A correct Fulcrum Point awakens the capacity of the system.
9. And this is precisely the link with planning.
If the leader is not an absolute center of power, then
planning itself cannot be merely a design imposed from above.
Planning needs to become an orienting structure.
It must establish principles clear enough so that the
community does not lose direction, yet open enough so that the community can
adapt to changes that cannot yet be predicted.
From here we begin to approach a new question:
If the Fulcrum Point does not directly control every
activity, how does it orient the resources of the community?
The answer will return us to a theorem established earlier:
the Theorem of Information and Energy.
Because in order to orient resources, we must first
understand where information is going, how it is received, and where it is
directing the energy of the community.
And that will be the content of the next part.
IV. PLANNING: FROM “ARRANGING SPACE” TO “DESIGNING A
LIVING SYSTEM”.
In the preceding part we distinguished the Fulcrum Point
from a center of power.
The Fulcrum Point does not directly control every movement
of the community.
It orients so that the resources of the system can move more
correctly.
Yet here another important question appears:
How does the Fulcrum Point orient resources?
The answer returns us to a principle constructed in earlier
lessons:
Because in order to orient resources, we must first
understand where information is going, how it is received, and where it is
directing the energy of the community.
This is precisely the point at which planning thinking needs
to be expanded.
1. A map tells us “what is where,” but not yet “how the
system is moving.”
A planning map can tell us:
Those pieces of information are very important.
Yet they describe only spatial structure.
A community, however, moves through continuous flows:
flows of people, flows of goods, flows of capital, flows
of information, flows of energy, flows of knowledge, and flows of social
interaction.
Two areas may lie very close on the map yet be very far
apart in terms of accessibility.
A residential area may not be far from a hospital in
geographic distance yet remain very difficult to access if transportation is
inconvenient.
A school may be fully constructed, yet if children in
difficult areas cannot reach it, the value of the structure will not achieve
its intended goal.
An industrial zone may create many jobs, yet if the
transportation system and housing for workers are not developed
correspondingly, economic benefits may be accompanied by new social imbalances.
Thus:
Distance on the map is not always distance in the
operation of the system.
This is why planning cannot look only at location.
It must look at the flows of movement between locations.
2. Information is the mechanism that enables a community
to recognize itself.
A system can self-regulate only if it possesses the capacity
to recognize its own state.
The human body has sensations of pain, temperature, blood
pressure, and countless biological signals.
A technical system has sensors.
An enterprise has data on markets, customers, and production
activities.
A community also needs its own “sensors.”
These may be:
If those pieces of information are not collected or not
connected, the community may see problems only when consequences have already
appeared.
Conversely, if the information system is sufficiently good,
signs of imbalance can be recognized earlier.
Therefore:
Information does not only help a community know where it
is. Information helps a community recognize the direction in which it is
changing.
This is a very important distinction.
3. Information does not automatically produce correct
decisions.
However, one point requires special attention.
Having a great deal of information does not mean the system
will automatically make correct decisions.
A community may possess millions of data points yet still
fail to recognize the core problem.
Because information needs to be placed within a frame of
reference.
The same data can lead to different decisions if the Fulcrum
Point is different.
For example, if the sole objective is to increase land
value, an area may be seen as an opportunity to raise building density.
If the objective is long-term quality of life, that same
area may be viewed from another angle: accessibility of green space, social
infrastructure, transportation, and environment.
Data does not speak of direction by itself.
The Fulcrum Point determines which data should be valued
and for which purpose that data is used.
Therefore the chain:
Information → Decision
is not sufficient.
There needs to be:
Fulcrum Point → Information → Recognition → Decision →
Action.
4. Resources create value only when directed correctly.
This is precisely where the Theorem of Information and
Energy enters the problem of planning.
A community may possess:
Yet those resources do not automatically produce the same
result.
If connected and directed correctly, they can generate very
great value.
If dispersed, overlapping, or used wrongly, those very
resources can become the cause of waste.
This allows us to expand a principle already established:
The value of a resource lies not only in its quantity,
but also in the way the resource is oriented within the system.
Therefore the question of planning should not be only:
“How much investment is needed?”
but must add:
“What flows of movement will that investment create
within the community?”
What movements will a road create?
What flows of labor, goods, and residents will an industrial
zone create?
What flows of knowledge will a university create?
What social interactions will a park create?
How will a medical center change people’s access to
services?
When we pose those questions, we begin to see planning as designing
the flows of movement of the system, not merely arranging physical objects.
5. From “structure” to “function.”
A structure truly has meaning only when it performs the
function the community needs.
Therefore the evaluation of planning cannot stop at the
question:
“How much has been built?”
but must shift to:
“How have the things that have been built changed the
system?”
A hospital is built, yet people still find medical services
difficult to access — the problem has not been fully resolved.
A school is built, yet children still have to travel too far
— the social function of the structure has not been optimized.
A road is opened, yet it creates new congestion elsewhere —
the whole system needs to be re-examined.
An urban area is built yet lacks public space and connection
with surrounding areas — it may become an “island” rather than an organic part
of the community.
Thus:
Planning should not be evaluated solely by the number of
structures, but by the quality of the relationships that those structures
create within the whole system.
6. Planning is the design of relationships.
From this way of seeing, a very important change appears.
Previously we might have thought:
Planning = arranging the components.
But approaching from the Law of the Fulcrum Point, we can
expand it to:
Planning = arranging + connecting + orienting + feedback.
A residential area needs to be connected with schools.
Schools need to be connected with transportation.
Transportation needs to be connected with employment.
Employment needs to be connected with housing.
Housing needs to be connected with medical services and
public space.
All of this again lies within a natural environment that has
limits.
Therefore good planning is not making each component as
large as possible.
It is making the components support one another as well
as possible.
This is precisely the difference between:
optimizing each part
and
optimizing the relationships of the whole system.
7. A community needs a “feedback loop.”
If planning has only one direction:
Design → Construction → Use
then the system finds it very difficult to self-regulate.
The reverse direction needs to be added:
Use → Observation → Feedback → Adjustment.
When people use a space, the process of use itself generates
information.
When traffic operates, it generates data.
When a policy is implemented, it generates results.
When the environment changes, it generates signals.
Those signals must return to the planning system.
This is precisely the point at which planning begins to
shift from a static design to a system capable of learning.
A plan may be wrong in one prediction.
Yet if it has the capacity to recognize deviation and
adjust, the error need not become a crisis.
Conversely, a plan may be very accurate at the initial
moment, yet if it lacks a feedback mechanism, it may become obsolete when
conditions change.
8. From “completed” planning to “living” planning.
This is a change of conception that Lesson 23 needs to
emphasize particularly.
A structure may be completed on a specific date.
But a community is never “completed.”
The community is always moving.
Therefore community planning also cannot be understood as a
product finished once and for all.
It must be understood as a continuous process:
Recognition → Design → Action → Observation → Feedback →
Adjustment → New recognition.
Within that chain, the Fulcrum Point plays the role of
ensuring that change does not become directionless fluctuation.
It helps the system know:
What needs to be preserved?
What needs to be changed?
In which direction should change occur?
And finally:
To what point does change need to re-establish balance?
9. From there, planning becomes a learning process of the
community.
If the community has the capacity to receive information,
give feedback, and self-regulate, then the community does not merely operate.
It also learns.
A policy produces a result.
The result produces feedback.
Feedback becomes information.
Information is received and interpreted.
The system changes behavior.
New behavior produces new results.
The process repeats.
This is precisely the chain constructed in the Theorem of
Self-regulation:
Fulcrum Point → Information → Energy → Behavior → Result
→ Feedback → Knowledge → Self-regulation → Evolution.
When this chain is brought into community planning, a new
meaning appears:
A sustainably developing community is not one that always
makes the correct decision from the beginning, but one that is able to learn
quickly enough from what is happening so as to adjust before imbalance becomes
too great.
At this point planning is no longer solely the work of those
who draw maps.
It becomes a shared learning process of the entire
community.
10. The next question
By this point we can see more clearly the relationship:
Fulcrum Point → Information → Resources → Action → Result
→ Feedback.
Yet one problem remains:
If a community has many components, many interests, and
many flows of information, how can those information flows and resources not be
dispersed into opposing directions of movement?
In other words:
How can a community turn its diversity into strength
rather than into a cause of imbalance?
This question leads us to the next step of Lesson 23:
The problem of conflicting interests and the need to seek
a Convergence Point in community planning.
V. THE PROBLEM OF CONFLICTING INTERESTS AND THE NEED TO
SEEK A CONVERGENCE POINT.
Once we view the community as an open system, we cannot
avoid a reality:
In a community, interests are never entirely the same.
That is not a defect of the community.
It is a natural characteristic of a system with many
components.
People need a good living environment.
Enterprises need economic efficiency.
Government needs to ensure order and development.
Investors need returns on capital.
Workers need employment and income.
Young people need opportunities.
Future generations need resources and a living environment.
Each need has a reason to exist.
The problem of planning is not to make all those needs the
same.
The problem is:
How can different interests coexist within a structure of
development without weakening the whole system?
This is precisely the problem of the Convergence Point.
1. Conflict of interest is not always a conflict between
right and wrong.
In practice, planning conflicts are often easily described
as two sides:
One side is right.
One side is wrong.
One side is for the common interest.
One side is for private interest.
Yet that way of seeing is often too simplistic.
An enterprise wishing to build a project may have legitimate
economic reasons.
Residents wishing to protect their living space also have
legitimate reasons.
Government wishing to develop infrastructure may have
legitimate responsibilities.
Residents concerned about environmental impacts also have
legitimate grounds.
The problem therefore does not necessarily lie in who is
completely right.
It may lie in the fact that:
Each side is viewing the system from a different
position.
One side sees economic benefit.
One side sees quality of life.
One side sees the need for infrastructure development.
One side sees social and environmental costs.
If those interests are simply set in direct opposition,
conflict easily becomes a contest of:
Who wins – who loses.
But if the question is shifted to:
What does the whole system need in order to coexist and
develop?
then a new space of thinking begins to appear.
2. A Point of Agreement is not yet a Convergence Point.
In Lesson 22 we distinguished two concepts:
Point of Agreement
and
Convergence Point.
A Point of Agreement may be where the parties temporarily
accept a solution.
But a Convergence Point goes deeper.
It is where different directions can meet in a larger goal
or principle.
For example, an enterprise may wish to build.
Residents may wish to protect the environment.
If we seek only a Point of Agreement, the two sides may
negotiate a reduction in building area.
But if we seek a Convergence Point, the question becomes
different:
How can the project be designed so that it creates
economic value while still maintaining environmental quality and community
life?
At that point the problem is no longer:
Who must yield to whom?
but becomes:
Can the system be redesigned so that the interests of the
parties support one another?
This is a different level of reconciliation.
3. The Convergence Point does not lie between the
parties, but at a deeper level than the parties.
There is a common misunderstanding when speaking of a
“common point.”
People may think the common point is a position lying
between two sides.
But a Convergence Point does not necessarily lie in the
middle.
It may lie higher than both sides.
Two sides may debate about means yet share a deeper purpose.
For example:
These two objectives may appear to conflict on the surface.
Yet at a deeper level, both need a community with good
quality of life and the capacity for long-term development.
That deeper level can become the Convergence Point.
Therefore:
A Convergence Point is not where the parties divide
benefits in half, but where the parties recognize a common value large enough
to adjust their own ways of acting.
4. Good planning does not only allocate benefits; it must
create benefits capable of resonance.
If planning is viewed merely as a problem of division:
who gets how much land, who gets how much capital,
who gets how much benefit, who must bear how much cost,
then conflict is almost unavoidable.
Because total benefit is treated as a relatively fixed
quantity.
But if the community is viewed as a system, a different
question can be posed:
Can the design of the system make the total value created
larger?
This is a point well worth attention.
A transportation route does not only serve movement.
If connected correctly, it can increase access to
employment, education, and services.
A public space is not merely land that is not built upon.
It can create social connection, economic activity, and
quality of life.
A conservation area is not merely land that is “not
exploited.”
If designed appropriately, it can become an ecological,
tourism, educational, and environmental asset.
At that point:
One resource can create many values at the same time.
This is precisely systems resonance thinking.
5. From “dividing the pie” to “making a larger pie.”
We can visualize two approaches.
The first way:
Total benefit is fixed → the parties compete for their
share.
The second way:
Redesign the system → create greater total value → the
parties gain additional space for development.
The Law of the Fulcrum Point does not directly decide how
much each side receives.
It poses a deeper question:
Which Fulcrum Point can change the direction of movement
of the whole system so that resources that were competing can become resources
that complement one another?
This is precisely where planning can create value beyond the
simple sum of the parts.
6. A Convergence Point needs a common frame of reference.
Yet to find a Convergence Point, there must first be a
common question.
If each side uses a different measuring stick, dialogue is
very difficult to reach anywhere.
An enterprise may measure by profit.
Residents measure by quality of life.
Managers measure by social effectiveness.
Environmental advocates measure by the degree of
conservation.
No measuring stick is entirely meaningless.
Yet if only one private measuring stick is used, the whole
system will be seen from only one side.
Therefore the community needs a common layer of value.
It may be called:
the long-term interest of the whole system.
From that point, separate interests are not denied, but are
placed within a broader order.
This is precisely the role of the common Fulcrum Point.
The common Fulcrum Point does not answer for each side what
it must do.
It helps the sides answer together one question:
Does our action make the whole system stronger, more
balanced, and more capable of long-term development?
7. A Convergence Point must be created through dialogue
and information.
A Convergence Point cannot be found merely by an
administrative decision.
Because a Convergence Point involves perception.
The parties must see:
Therefore the chain from Lesson 22 continues to be expanded:
Common Fulcrum Point. → Dialogue. →
Understanding. → Trust. → Cooperation. → Self-regulation.
In community planning, a very important layer can be added:
Transparent information.
Because there cannot be genuine dialogue if each side sees
only a portion of the information.
Information does not only help residents know what a project
will do.
It also helps them understand:
Why is it necessary?
Whom does it affect?
What are the costs?
What are the benefits?
What other options exist?
And how will the system respond if the results are not as
expected?
When information becomes more complete, dialogue has a
stronger foundation.
When dialogue has a stronger foundation, the possibility of
finding a Convergence Point also becomes greater.
8. A Convergence Point does not mean the absence of
conflict.
This needs to be stated clearly.
A sustainable community is not one without disputes.
Conflict is a natural part of a diverse system.
What matters is whether the system has the capacity to
handle conflict without destroying itself.
Therefore the goal of a Convergence Point is not to
eliminate every difference.
The goal is to turn conflict from a destructive force into a
source of information that helps the system recognize unmet needs.
In this way of seeing, conflict can even become a form of system
feedback.
When a group opposes a plan, the question is not only:
“How can they be made to accept it?”
but must be:
“What is that opposition telling us about the state of
the system?”
This is a very large change in thinking.
Opposition is not merely an obstacle.
It can be a signal.
9. From conflict to feedback
When conflict is viewed as a form of feedback, the operating
chain of the community becomes clearer:
Planning action. → Actual impact. →
Community reaction. → New information. → Recognition. →
Adjustment. → New balance.
If the system knows how to listen to feedback, conflict can
become a mechanism that helps planning correct itself.
If the system only seeks to eliminate reactions, it may
overlook important signals.
Therefore:
A healthy community is not one without critical voices,
but one that is able to turn criticism into information for self-regulation.
This is where Lesson 22 on reconciliation and Lesson 14 on
self-regulation meet in the problem of planning.
10. The Convergence Point is a form of “social Fulcrum
Point.”
From the entire analysis above, we can begin to view the
Convergence Point from a new angle.
If the Fulcrum Point helps a system determine its
direction of movement,
then the Convergence Point helps the different
components of the system find a common direction of movement.
The Fulcrum Point is the orienting principle.
The Convergence Point is where different directions can
converge.
These two concepts are not identical, yet they complement
each other.
We can temporarily express it as:
Fulcrum Point → establishes direction.
Convergence Point → connects different forces toward that
direction.
At that point, community planning is no longer merely a
choice among options.
It becomes the process:
establish the Fulcrum Point → recognize the forces →
create dialogue → seek the Convergence Point → design the option → act →
receive feedback → self-regulate.
And precisely here an important principle begins to appear:
Sustainable development is not making every force in the
community the same, but making different forces able to contribute together to
a common direction of development.
That may be one of the deepest ways to understand what Neutral
Harmony in community development means.
VI. THE THREE LAYERS OF A COMMUNITY CAPABLE OF
SELF-REGULATION.
After examining the Fulcrum Point, information, resources,
and the Convergence Point, we can take a further step.
If a community wishes to develop sustainably, it does not
only need sufficient resources.
It needs the capacity for self-recognition,
self-regulation, and self-adaptation.
To achieve this, the community must be viewed as a structure
of multiple interconnected layers.
Here we can recognize three fundamental layers:
People – System – Environment.
Yet these three layers are not three “pillars” standing side
by side.
They are three interacting layers of the same living
system.
People create action.
The system organizes and amplifies those actions.
The environment creates the conditions and limits to which
the system must adapt.
Thereafter, changes in the system and the environment feed
back to people.
Therefore we can visualize the cycle of movement:
People. → Behavior. → System. →
Impact. → Environment. → Feedback. → People. →
Recognition. → Adjustment.
And running through that cycle is the question:
Where is the Fulcrum Point directing the entire system?
1. The first layer: People – the subjects of the system.
Every community ultimately returns to people.
Without people, there is no need for development.
Without needs, there is no economic activity.
Without social activity, there is no reason to build
infrastructure.
Therefore people should not be viewed merely as a
“population unit” in planning statistics.
People are the subjects who create and receive every
change of the system.
A plan may look very beautiful on paper, yet if it does not
fit the real lives of people, it will soon generate feedback that the original
drawing did not predict.
People use space.
People create the economy.
People build culture.
People consume resources.
People generate waste.
People are also the first force that can recognize
inconveniences, shortages, and imbalances in daily life.
Therefore, in community planning, people need to be seen in
three roles:
Users.
Creators of value.
Providers of feedback to the system.
In particular, the third role is often underestimated.
A resident who reports an inconvenient road, a flooding
point, an overloaded school, or a difficult-to-access service is not merely
expressing an “opinion.”
If received correctly, that is system feedback
information.
Therefore:
Residents are not only the objects of planning. They are
among the most important sensors of the community.
Yet a sensor has meaning only when the information it
generates is received.
And this is where we move to the second layer.
2. The second layer: The system – where resources are
organized and move.
If people are the subjects, then the system is where the
capacities of people are organized into larger flows of movement.
These are:
economy, infrastructure, education, health, technology,
governance, culture, transportation, services, and social networks.
These components do not exist independently.
A change in one field can produce changes in others.
For example:
employment → population movement → housing demand →
transportation → schools → health → public services.
An economic decision can therefore produce social
consequences.
A transportation decision can produce economic changes.
A land-use decision can affect the environment.
That is why it is impossible to optimize each field
completely in isolation.
If one part is optimized without considering its
relationships with the whole system, benefit in one place may become cost in
another.
Therefore the important question is not only:
“How many resources does the system have?”
but:
“How are those resources being connected and oriented?”
This is precisely where the Theorem of Information and
Energy becomes an important thinking tool.
Resources may be very large.
Yet if the orienting information is incorrect, resources may
be dispersed.
Conversely, a limited resource directed correctly can
produce far greater effectiveness.
Therefore planning is not only a problem of resource
allocation.
It is also a problem of resource orientation.
3. The system does not only create value; it also creates
feedback.
Every decision of the system produces a result.
A new road creates new traffic flows.
A new urban area creates new residential flows.
A new industrial zone creates demand for labor, housing, and
services.
An education policy creates changes in skills and employment
opportunities.
Those results in turn generate new information.
If the system receives that information, it can adjust.
If not, the system may continue to operate according to an
assumption that has become obsolete.
Therefore a mature system needs not only the capacity to
act.
It also needs the capacity to recognize the consequences
of action.
This is precisely the point at which the Theorem of
Self-regulation enters planning:
Action → Result → Feedback → Knowledge → Self-regulation.
If the feedback loop is missing, the system only knows how
to act.
If there is a feedback loop but no capacity to process
information, the system only knows how to react.
Only when feedback becomes knowledge and knowledge is
returned to the Fulcrum Point does the system truly possess the capacity for
self-regulation.
4. The third layer: The environment – the boundary
condition of the whole system.
People and the socio-economic system do not exist in a
vacuum.
They exist within a natural environment that has definite
limits.
Land has limits.
Water has limits.
Air has load-bearing limits.
Resources have limits.
Ecological space has limits.
Nature’s capacity to absorb waste also has limits.
This leads to a very important principle:
It is impossible to understand the development of a
community if the community is separated from the environmental conditions that
ensure its existence.
The environment is therefore not simply a “field” standing
beside economy and society.
It is the boundary condition of the whole system.
A system may temporarily exceed a limit without immediately
seeing the consequences.
Yet the feedback of the environment will eventually appear
in various forms:
At that point the system is forced to adjust.
Therefore the environment is not only something that needs
to be “protected.”
It is also a source of feedback information about the
limits of the development system itself.
5. The three layers do not exist separately.
At this point, if the three layers are separated into three
distinct fields, we return to part-thinking.
What matters lies in the cycle of relationships among
them.
We can visualize:
PEOPLE. ↓ Needs –
behavior – creativity. ↓ SYSTEM. ↓ Production – infrastructure –
services – consumption. ↓ ENVIRONMENT. ↓ Resources – living conditions –
limits – feedback. ↓ PEOPLE. ↓ Recognition – learning – adjustment.
This is a closed loop in terms of feedback, yet an open
system with respect to the environment and larger systems.
A change at any layer can transmit to the others.
Therefore sustainable development cannot be achieved by
optimizing each layer separately.
It requires balance in the relationships among the layers.
6. The Fulcrum Point does not lie in any single layer.
This is the most important point of this structure.
If we ask:
Does the Fulcrum Point lie in people?
Not entirely.
If we ask:
Does the Fulcrum Point lie in the socio-economic system?
Also not entirely.
If we ask:
Does the Fulcrum Point lie in the environment?
Also not.
Because if the Fulcrum Point is placed in any separate
component, that component can easily become the center and the others become
dependent.
The Fulcrum Point must lie in the principle that links
and orients the relationships among the layers.
It answers the questions:
For what purpose do people develop?
In which direction are resources used?
What does the system need to preserve?
What needs to be changed?
Which limits must not be exceeded?
When imbalance appears, how will the system recognize and
adjust?
Therefore we can say:
The Fulcrum Point of the community is not a physical
object located somewhere within the community. It is the principle that helps
the community establish its direction of movement and self-regulate its
internal relationships within the limits of its existence.
7. The Fulcrum Point is where flows of information meet a
direction of value.
If information is the mechanism that orients energy, one
problem remains:
Where must information be directed?
It is not enough merely to collect ever more data.
A community may possess vast amounts of data yet still lose
direction if there is no frame of reference for understanding that data.
The Fulcrum Point is precisely where information is placed
within a common direction of value.
For example:
A figure shows that population is increasing.
That information does not by itself say that more housing
must be built.
It must be placed in relation to:
Only when the flows of information are placed within the
same frame of reference can the community see the overall picture of
movement.
Therefore:
The Fulcrum Point does not replace information. The
Fulcrum Point gives information direction.
8. A sustainable community is a community that knows how
to self-regulate.
At this point the concept of “sustainability” can be
re-examined.
Sustainability does not mean preserving a fixed state.
Because no living community can stand still.
Sustainability is the capacity:
to change without losing foundational structure;
to develop without destroying the conditions of
existence;
to use resources without exhausting the future;
to receive feedback without falling into crisis;
and:
to self-regulate before imbalance becomes irreversible.
Thus a sustainable community is not one without problems.
It is a community that possesses the capacity to solve
problems through its own capacity for self-regulation.
This is precisely the point at which the application of the
Law of the Fulcrum Point begins to go beyond the scope of physical planning.
It touches a deeper question:
How can we design a community capable of self-learning,
self-balancing, and self-adapting to the future?
9. From the three layers to an operating structure.
We can summarize the structure just constructed as follows:
People. → create needs, behavior, and feedback.
System. → organizes and orients resources.
Environment. → provides conditions of existence and
feedback about limits.
Fulcrum Point. → orients the relationships among all
three.
From this a cycle is formed:
Fulcrum Point. → Information. → Resources.
→ Action. → Impact. → Feedback. → Knowledge. →
Self-regulation. → New balance.
And when conditions change, the cycle of movement begins
again.
This is not a closed circle.
It is a continuous process of evolution of the community.
10. From “sustainable development” to “development with
the capacity for self-regulation.”
Perhaps this is where we can take an important expanding
step.
The concept of “sustainable development” often leads people
to think of maintaining balance among multiple objectives.
Yet from the Law of the Fulcrum Point we can pose an
additional question:
What enables that balance to be maintained when
circumstances continually change?
The answer cannot be only a pre-designed state.
It must be the capacity of the system for self-regulation.
Therefore we can propose a way of expressing it:
Sustainable development is not merely maintaining
balance; it is building the capacity continually to re-establish balance when
the system changes.
And it is precisely that capacity that enables a community
to exist in the long term.
At this point the three layers People – System –
Environment are no longer three separate pillars.
They become three components of a self-regulation cycle.
And the Fulcrum Point is the principle that keeps that cycle
of movement from losing direction.
From here we can pose the final question of the application
part:
If the Fulcrum Point, the Convergence Point, and the
self-regulation structure have been identified, where must a concrete community
begin in order to turn those principles into a practical method of planning?
That will be the transition from theory to application
method.
