VII. THE 7-STEP PROCESS OF COMMUNITY PLANNING ACCORDING
TO THE LAW OF THE FULCRUM.
After traversing the layers of the system, we can now turn
to a more practical question:
If we wish to apply the Law of the Fulcrum to the
planning and development of a specific community, where must we begin?
The answer should not begin with drawing maps.
Nor should it begin by asking how many structures need to be
built.
And still less should it begin with the immediate allocation
of resources.
For before changing a system, one must understand upon
which Fulcrum the system currently stands, in which direction it is moving, and
where it is out of balance.
From the Axioms and Theorems established in previous
lessons, a provisional process of seven steps may be formulated:
Step 1. Identify the current Fulcrum.
Step 2. Map the flows of information and resources.
Step 3. Identify points of imbalance and opposing forces.
Step 4. Find the Convergence Point of the community.
Step 5. Redesign relationships and movement flows.
Step 6. Establish feedback loops and self-adjustment
mechanisms.
Step 7. Measure – learn – adjust – rebalance.
These are not seven entirely separate stages.
They form a loop:
Identify → Analyze → Balance → Converge → Design →
Feedback → Self-adjust → New identification.
And now we begin with the most important step.
STEP 1. IDENTIFY THE CURRENT FULCRUM.
A community cannot change its direction of movement unless
it first recognizes what is currently orienting it.
This step appears simple yet is in practice very difficult.
Because the Fulcrum of a system is not always clearly
declared.
A community may state that its goal is sustainable
development.
Yet in reality, decisions may be driven primarily by:
economic growth,
or:
land value,
or:
attracting investment,
or:
expanding infrastructure,
or:
maximizing revenue.
None of these goals is inherently wrong.
The question is:
Which goal is actually serving as the Fulcrum when the
community must choose among competing interests?
This is the first question.
1. Declared Fulcrum and actual Fulcrum may differ.
A plan may declare:
“Putting people at the center.”
Yet if important decisions consistently prioritize
short-term gains while neglecting long-term quality of life, then one must
re-examine:
Where does the actual Fulcrum currently lie?
A locality may declare:
“Green development.”
Yet if land-use decisions continuously diminish ecological
space, then that declaration has not yet become the operational Fulcrum.
Therefore, to identify the Fulcrum one cannot merely read
slogans.
One must observe how the system makes decisions.
A set of questions may be posed:
•
When interests conflict, what is usually
prioritized?
•
Where is the largest volume of resources being
directed?
•
Which indicators are used to evaluate success?
•
What is protected even at the cost of immediate
benefits?
•
When a crisis arises, according to what
principle does the system respond?
•
Who has the authority to direct resources?
•
Which voices are received and which voices are
routinely ignored?
These questions help us see the Fulcrum that is actually
operating, rather than merely the Fulcrum declared on paper.
2. Not every “center” is a Fulcrum.
A city may have an administrative center.
A commercial center.
A financial center.
A transportation hub.
Yet not every center is the Fulcrum of the entire system.
A Fulcrum must be identified through its capacity to
orient the flows of movement.
A decision may originate from a small agency yet produce a
very large change in capital flows, population flows or resource flows.
Conversely, a very large agency may not truly orient the
system if resources continue to move according to other dynamics.
Therefore:
To find the Fulcrum, do not merely ask “who holds
power?”, but ask “what actually changes the direction of the system’s
movement?”
This is an important criterion.
3. The Fulcrum may reside in a mechanism, not only in a
subject.
A credit policy can change capital flows.
A land-use regulation can change investment flows.
A transport corridor can change population flows.
An education system can change knowledge and human-resource
flows.
A pricing mechanism can change consumption behavior.
These are not persons, yet they possess the capacity to orient
the energy of the system.
Therefore, when identifying the Fulcrum, one must look more
broadly:
Who?
What?
Which mechanism?
Which information?
Which value? is actually guiding decisions?
4. Identifying the Fulcrum is also identifying the
system’s “levers”.
If the Fulcrum is the place capable of changing the
direction of movement, then those points are precisely the positions of system
leverage.
A small change at one point can produce large changes in
many other places.
For example:
Instead of opening more roads to solve congestion, one may
reconsider the distribution of jobs and housing.
Instead of only building more hospitals, one may examine
capacity for disease prevention and access to primary care.
Instead of only building more schools, one may examine
population distribution, transport networks and access to education.
Thus the solution does not necessarily lie where the problem
is most visibly expressed.
It may lie at a deeper Fulcrum in the chain of causation.
This is precisely the thinking of:
not merely treating symptoms → finding the high-leverage
point of intervention.
5. The core question of Step 1.
After analysis, Step 1 may be condensed into a single
question:
Which Fulcrum is currently orienting the way the
community uses resources, receives information, makes decisions and responds to
change?
And one must further ask:
Does that Fulcrum truly serve the capacity for balance
and long-term development of the whole system, or is it pulling the system
toward a partial interest?
If the answer shows that the current Fulcrum is generating
imbalance, the objective of planning is not necessarily to dismantle the entire
system.
What may be needed is merely:
to recalibrate the Fulcrum.
This is a very important idea of the Law of the Fulcrum.
Not every problem requires more resources.
Some problems require redirecting resources.
Not every problem requires more power.
Some problems require resetting the principle of
orientation.
Not every system needs to be rebuilt from scratch.
Some systems need only to restore their correct Fulcrum.
6. Outcome of Step 1.
After Step 1 we do not yet need to propose a planning
scheme.
We need a description of the current Fulcrum:
What is the Fulcrum?
Where does it lie in the system?
How is it directing resources?
Which values is it prioritizing?
Does it produce balance or imbalance?
Does it have the capacity to receive feedback?
And finally:
If the current Fulcrum is left unchanged, does the system
possess the capacity to self-adjust in order to adapt to the future?
If this question cannot yet be answered, one should not rush
into design.
For designing a system without understanding its Fulcrum
is designing in a state of missing orientation.
Once the Fulcrum has been identified, we can move to the
second question:
How are resources and information actually moving within
the system?
That is Step 2: Mapping the flows of information and
resources.
STEP 2. MAPPING THE FLOWS OF THE COMMUNITY.
After identifying the current Fulcrum, the next question is
no longer:
“What resources does the community possess?”
but:
“How are those resources actually moving?”
This is a very important distinction.
A community may possess abundant resources yet still develop
ineffectively if the flows are blocked, dispersed or misdirected.
Conversely, a community that is not especially rich in
resources may still generate great value if it knows how to connect and orient
well what it already has.
Therefore, after the spatial map, we need another
kind of map:
The flow map of the community.
This map does not only ask:
What is located where?
It asks:
What is going where?
Through what?
Where is it transformed?
Where is it blocked?
And ultimately what results does it produce?
1. A community is constituted not only by “points” but by
“flows”
A city on a map may be represented by:
residential areas – schools – hospitals – industrial
zones – commercial centers – roads – parks.
Yet if one looks only at those points, one has not yet seen
how the community is actually living.
People move between the points.
Goods travel from places of production to places of
consumption.
Capital seeks places where it believes value or profit can
be generated.
Information travels through communication and governance
networks.
Knowledge moves from schools and research institutes to
enterprises and society.
Energy enters the system and is converted into
economic–social activity.
Feedback from citizens and the environment returns to the
decision system.
Thus one may say:
Structure tells us where the community is placed; flows
tell us how the community is operating.
This is why the flow map can add a very important dimension
to planning.
2. The seven basic flows.
From the principles established in previous lessons, we may
provisionally identify seven basic flows:
1. Flow of people.
Including: residence – travel – migration – labor – study
– access to services.
The flow of people reveals how the community actually uses
space. A district may be planned as a center yet if very few people access it,
it has not necessarily fulfilled its function. Conversely, an area not regarded
as a center on the map may become a major concentration of population and
economic activity. The flow of people is therefore an important indicator of the
real needs of the community.
2. Flow of information.
Including: management information – market information –
scientific information – educational information – social information – citizen
feedback.
This flow is especially important for the Law of the
Fulcrum.
For as we have established:
Information is the mechanism that orients energy.
If information is delayed, distorted or fails to reach the
place where it is needed, resources may be misdirected. If information travels
only one way from above to below, the system has difficulty self-adjusting. A
healthy community needs both the downward flow of information and the upward
flow of feedback.
3. Flow of energy.
Energy is the material condition for every activity to
occur. Including: electricity – fuel – heat – renewable energy – energy used
in production and daily life.
Yet here we must look at energy not merely as a consumption
figure. The more important question is: Into which activities is energy
being directed and what value does it create? A community may consume a
great deal of energy yet produce low results. Another may use less yet organize
better and generate higher value. This returns us to the principle: A large
energy source does not guarantee large results. What decides is also the
guidance of that energy.
4. Flow of capital.
Capital does not stand still. It always seeks places where
it believes value or profit can be generated. Therefore the capital flow tells
us a great deal about the actual economic Fulcrum of a community. If the
bulk of capital pours into one sector, the system will gradually be shaped by
that sector. If capital continuously leaves an area, that may be a sign of a
deeper problem: lack of opportunity, weak infrastructure, low human-resource
quality or declining trust. Hence planning cannot merely ask “How much
investment is needed?” but must ask: “Where is capital flowing, why is it
going there, and how is it changing the structure of the community?”
5. Flow of goods and services.
Goods and services form a continuous network of exchange.
Food travels from countryside to city. Raw materials go to factories. Products
reach markets. Services reach users. Yet every goods flow requires: transport –
storage – energy – information – labor. Thus a flow that appears purely
economic in fact draws many other flows with it. A change in transport can
change the goods flow. A change in the goods flow can change the capital flow.
A change in the capital flow can change the flow of people. This is precisely systemic
interconnection.
6. Flow of knowledge.
This is the flow most easily forgotten in physical planning.
Knowledge does not reside only in schools or research institutes. It resides
in: people – enterprises – communities – culture – local experience – data –
technology. A community may have many talented individuals yet if knowledge is
not connected, the value created remains limited. Conversely, when schools,
enterprises, government and community can exchange knowledge, a new resource
appears: the learning capacity of the whole system. This is the foundation
that allows a community not only to develop but also to adapt to unforeseen
changes.
7. Flow of feedback.
This is perhaps the most important flow for the capacity
of self-adjustment. Feedback may come from: citizens, enterprises,
operational data, the environment, markets, health systems, education and
social fluctuations. Yet feedback has value only when it is: received →
transmitted → analyzed → correctly understood → returned to decision-making. If
feedback is blocked at any stage, the self-adjustment loop weakens. Therefore a
good planning system needs not only good roads. It also needs “the roads of
feedback information.”
3. The seven flows do not move independently.
One must not draw seven separate maps and consider the
system understood. For the flows continually interact with one another.
One may imagine a chain:
Capital flow → creates jobs → changes the flow of
people → increases demand for housing and services → changes the goods
flow → increases energy demand → produces impacts on the environment
→ generates feedback → creates new information → acts back upon
investment decisions.
A small change in one flow can propagate through the entire
system. This is why planning according to the Law of the Fulcrum must look at the
relations among the flows, not merely each flow in isolation.
4. Finding where flows are blocked.
One of the most practical values of the flow map is to
reveal bottlenecks.
For example:
The flow of people is blocked because of transport.
Yet the deeper cause may lie in the distribution of jobs.
The goods flow is blocked because of logistics.
Yet the deeper cause may lie in infrastructure structure.
The knowledge flow is blocked because schools and
enterprises are not connected.
The information flow is blocked because the feedback
mechanism is ineffective.
The capital flow is blocked because of lack of trust.
Thus the place where the problem appears is not necessarily
the place that needs intervention. This is precisely where the Fulcrum
becomes important.
Not every place that currently has a problem is the place
that needs intervention first. One must find the place where a single change
can unblock an entire chain of flows.
That is systems-leverage thinking.
5. Finding where flows are dispersed.
Blockage is not the only problem. A system may also lose
effectiveness because resources are excessively dispersed.
For example:
Many agencies collect the same data yet do not share it.
Many projects invest in similar objectives yet do not
connect.
Many support programs coexist yet do not reach the right
targets.
Many small capital sources are split into too many
directions without creating sufficient impact.
In such cases the problem is not lack of energy.
It is that:
energy lacks a Fulcrum strong enough to converge.
6. Finding where flows are misdirected.
This is a still deeper layer. A flow may be very strong yet
still produce undesired results if its direction is wrong.
For example:
capital increases yet is invested in sectors that
heighten imbalance;
transport increases yet mainly serves dependence on
private vehicles;
consumption increases yet quality of life does not rise
correspondingly;
resource extraction increases yet regenerative capacity
declines.
In such cases the question is no longer:
“How can the flow be increased?”
but:
“How can the direction of the flow be recalibrated?”
This is precisely the core question of the Law of the
Fulcrum.
7. The flow map must include both “inflow” and “outflow”.
A community does not only receive resources. It also returns
impacts.
There is: resources in → activity → product → waste →
impact → feedback.
Therefore one cannot map only “What does the community
receive?” but must also map “What does the community return to the larger
system?”
Land is used. Water is consumed. Energy is transformed.
Resources are extracted. Waste is generated. Information is produced. Knowledge
is created. Social value is formed. All are movement flows. A sustainable
community must recognize both inflows and outflows.
8. From a static map to a “living map”.
By this point the flow map is no longer a fixed map. It must
be capable of changing over time.
Today the flow of people may follow one direction. Tomorrow
a new industrial zone may completely alter that direction. Today capital
concentrates in one area. Tomorrow a new policy may shift capital to another
area. Today a river can supply water. In later years climate change or
over-extraction may alter that condition.
Therefore:
The community’s flow map must be a living map —
continually updated by data and real feedback.
This is where planning begins to shift from “drawing a plan
once” to “observe – learn – adjust continuously.”
9. The flow map helps find the “second Fulcrum”.
After identifying the current Fulcrum in Step 1, Step 2
allows us to see a new question: Which flows is that Fulcrum controlling?
Which flows are being strengthened? Which are being
weakened? Which are blocked? Which are detoured? Which are generating
imbalance? Which are generating resonance?
From there we can begin to seek: Which point in the
network has the capacity to produce the largest change with a reasonably sized
intervention?
This is where the Fulcrum moves from a philosophical
concept to a tool of systems analysis.
10. Outcome of Step 2.
After Step 2 we do not yet need to decide what to build. We
need a new picture of the community:
Who is moving?
Where is information going?
Where is energy going?
Where is capital going?
Where are goods and services going?
Where is knowledge going?
Where is feedback going?
And most importantly:
Where do the flows meet?
Where are they blocked?
Where are they dispersed?
Where are they generating imbalance?
And where is the place where a correct intervention can
change an entire chain of movement?
If Step 1 helps us identify “What is orienting the system?”,
then Step 2 helps us see “How is the system moving under that orientation?”
Only when these two questions have been answered can we move
to the third question:
Which imbalances are forming, and which forces are
pulling the community in different directions?
That is Step 3: Identifying imbalance and opposing
forces.
STEP 3. IDENTIFY IMBALANCE AND OPPOSING FORCES.
After mapping the community’s flows we begin to see a
reality: the flows do not always move in the same direction. Some are
strengthened, some weakened, some blocked, some dispersed, and some move
strongly yet pull the system in different directions. This is where imbalance
appears.
Imbalance is not simply a problem existing in the system.
Imbalance is the state in which the forces of the system no longer produce a
harmonious structure of movement.
Therefore, to resolve imbalance one cannot merely treat the
place of expression. One must understand which force is producing it.

CONCLUSION.
Community planning, if understood only as the organization
of space, allocation of land, construction of infrastructure and arrangement of
functions, sees only the outer structure of a community.
Yet a real community is a living system in which people
move, information circulates, capital moves, goods are exchanged, knowledge is
formed, energy is used, and feedback continually returns to the system.
Therefore, to design a sustainable community one cannot
merely ask “What shall we build?” One must ask more deeply: “Which Fulcrum
can help the whole system use more correctly the resources it already has,
recognize more clearly the changes that are occurring, and self-adjust before
imbalances become crises?”
That is the perspective the Law of the Fulcrum brings
to the problem of community planning.
A sustainable community does not need only a good design.
It needs a design that is capable of continuing to be redesigned.
The Fulcrum does not replace life. The Fulcrum helps life
rediscover its own direction of movement.
